in. clouds move out, sunshine and cooler temps. and that will be the forecast pretty much through the rest of the week. mary? >> all right, bob. thank you. new allegations today against former elmo puppeteer, cleven clash. >> reporter: the -- kevin clash. >> the attorney representing two of the previous three accusers is now representing another accuser. these new allegations involve a teenager who was 16 or 17 when he met clash in late 1995 or 1996. the unnamed teenager says he met clash in miami and clash later paid for him to travel to new york, where the assault took place. clash became the voice of elmo more than a quarter century ago. clash left the show november 20th, after two accusers came forward. he has admitted to having a relationship with only one of them. mary, back to you. >> clash has not been charged with any crime. former imf head, dominique strauss-kahn settles a lawsuits with a woman suing him for

sexual assault. a new york state supreme court justice said today after lengthy negotiations that the parties came together today. this woman sued strauss-kahn for an alleged sexual assault in a hotel where she works. the amount of the settlement is being kept confidential. their jobs are kept secret. but the secret service says they some information about their agents and informants slip on the d.c. metro. christie ileto explains. >> reporter: details with private information, left on the d.c. red line. it really did happen, back in 2008. and our cbs station in washington, d.c. said it's no secret the secret service is now being investigated by the inspector general. >> any time when you have a compromise of information that could somehow put into play an agent and officer's vulnerabilities, then you have a threat potentially to national security. >> reporter: seen in reports, those missing files haven't

been recovered, the lost information was reportedly on two computer tapes, headed to a secure storage in maryland. they apparently left the tapes on the train when it came to the end of the mow tro line. >> why wasn't it chained to his wrist with a handcuff in a case the second he stood up, said, i think i need to grab it. >> reporter: the secret service issued this statement, verifying the incident did need to happen, saying these backup tapes were not marked or identified in any way and were protected by multiple layers of security. >> the secret service tells our cbs service in washington that they notified metro transit police, and they assisted in helping them try to locate those missing files. but for now, those files are still out there and may not be secret for long. in baltimore, christie ileto, wjz eyewitness news. >> and the secret service says its instituted protocols protocols to keep this from happening again. and to date, there have been no

reported instances associated with the loss of the tapes. it is day 10 of the manny military hearing in fort meade. today, the former boss of the quantico brig testified army private bradley manning was watched very closely. manning said he was mistreated while in military custody. manning is charged with giving secret military documents to the website wikileaks. putting the brakes on speed cameras. lawmakers demand answers about why there are so many mistakes. derek valcourt has more on the latest black eye from the program. >> reports of malfunctioning speed cameras, doling out tickets to drivers who don't deserve them, have raised doubts. >> reporter: do you have faith in those speed cameras? >> no, i don't. >> i would say i probably don't trust them. >> the evidence is there that people -- they're not accurate right now. >> reporter: evidence of the speed camera problems came from an investigation by our media partner, the baltimore sun, that discovered inaccuracies with a handful of the city's 83 speed cameras.

take this speed camera on cold spring lane, near falls road. it's nabbed 11,000 speeders, but some tickets had to be voided after the camera had recorded the wrong speeds. the city department of transportation says they're working with the company that operates these came ras to -- cameras, to conduct a rigorous investigation into the problem. delegate john cardin proposes each county be required to audit their speed camera system for errors. and he wants to hold speed camera contractors responsible. each inneraccurate ticket, he says, should be held a $1,000 fine. >> i don't care who the contractor is. each contractor that shmake sure what they're doing is a legitimate system of monitoring the speed. >> reporter: derek valcourt, wjz eyewitness news. >> city officials say the speed camera program has an error rate of less than one quarter of 1%. time now for a look at traffic. kristy breslin has traffic control. >> reporter: well, we do have a

bird. and i'd be hard pressed to say that there wouldn't be too many people who wouldn't stop and help the bird. >> reporter: soon after, the florida wildlife commission arrived. he used his motorcycle glove to carefully rescue the eagle. >> made one quick move, which we made a video of. then we put a rag over its head. and he was really docile. he really wasn't fighting very much. >> reporter: from here, fwc drove the eagle to the peace river wildlife center. >> the doctor at the sanctuary says the eagle suffered a minor head injury. after most likely being clipped by a car. >> reporter: a day later, after a lot of fluids, anti-inflam anti-inflammatory medicine and rest, the eagle is looking good. they went to the center sunday to see for themselves. >> he looked very, very healthy today. so we're optimistic. and we're hoping that the eagle is going to do just fine. >> and the sanctuary's doctor says the eagle is doing so well, he will be released back into the wild sometime this

it is an overcast day. it feels like the fog has lifted. >> but it is warm. between 10 and noon today, the temperatures jumped like 12 degrees, the fog lifted, the winds became southwest. and temporarily, there was a front to the west. that will cool us down. but we have rain to deal with tonight, later on tonight. take a look at temps right now. very mild. 60. humidities way up there. 92%. most of the day, it was close to 99, 100%. no wind at all right now. the barometer, currently holding steady. to the west, it is cooling down. 50, 51, 52. 60s most places east of the mountains. and the dew points high, very moist atmosphere. a couple of places near the bay and near some of the water bodies. still have some fog. because the water is cooler than the air. and moisture is condensing on the ground, basically causing a cloud on the ground which is fog. most of the area, however, is

clear said up pretty nicely. upper 50s to low 60s. a very warm december day around the region. normal high is only around 46 now, by the way. right now, to the west of us, winds picking up a little bit. southerly wind kind of blew out most of the fog around noon hour. but a few spots are still pretty light. to the west of us, the front this morning, showers and thundershowers down to the south. a little snow, even into oklahoma and texas, believe it or not. they're in the mid-20s there. kwr57 yap minneapolis, pushing upper midwest. picked up 4 to 5 inches of snow. that area of little snow right there. the front is crawling across our region. late tonight, ahead of it, shower activity moving in. most of it, i think, to the south and west of us, is moving across pennsylvania. heavier stuff. so it's kind of breaking up a little bit. but we'll see rain tonight. probably after 8:00, 9:00, for several hours. to the west, where it's colder, a little snow in indiana. that's going to head up toward detroit. don't expect to see anything in the frozen nature here. garrett county, some of the highest peaks there may see a little snow by tomorrow.

an upand and coming mexican star dies in a plane crash. genni rivera -- jenni rivera was getting ready to break out on the charts. >> family and friends are gathering to remember jenni rivera at her mother's home. >> it's so sad that we have to did through this. but that's life. >> reporter: the mexican singer died when the learjet she was traveling on crashed. the 43-year-old had just wrapped up a concert in monterey and was headed to the mexico city area. federals say everyone on -- officials say everyone on board died, including her publicist, lawyer, and makeup artist. rivera was a star of the mexican regional circuit music. she sold 15 million records and in october won artist of the year at the billboard mexican music awards. >> she's the selena, she's the elvis presley. she'll be in history for many,

his car and go period inside. a short time later, police believe belcher killed his girlfriend and then shot himself in front of chiefs coaches and management. penn state university is about to begin paying up for the jerry sandusky child abuse scandal. the ncaa issued the school a $60 million fine into the wake of the investigation into the sandusky scandal. they said the university will make the first of five annual $12 million payments. the money will be used to combat child sex abuse and help victims. we have an update this afternoon, on former president george h.w. bush. the 41st president has been in the hospital in houston for three weeks for a bronchitis- related cough. doctors say the 88-year-old remains in stable condition. they say he does continue to improve, but they are in no hurry to release him. well, with the fiscal deadline now just three weeks away, there is some optimism. a deal is in the works, following a face-to-face

a man inside a brazilian prison tries to escape and winds up stuck in a wall. the prison guard snapped these photos. in all, four prisoners were involved if an attempt to get out of jail. they used a shower pipe to create a hole in the wall. they managed to squeeze in and get away. the second became stuck. he was freed with a hammer and

a drill. there is growing concern for the health of nelson mandela. south african's government said he had a good night's rest in the hospital. but officials are not saying why he's there. and that has many people worried. >> reporter: the last more or less public appearance of nelson mandela was at his 94th birthday in july. in the rowrl rural-- rural eastern province. at that time, he seemed physically fine but unaware of what was going on around him. >> we need his wisdom. >> reporter: but there was reassuring news from the government minister who saw mandela today. >> he is doing, very, very well.

>> reporter: mandela has been retired from politics for more than a decade. but is still a revered figure in both south africa and internationally. he remains the personification of south africa's struggle for equality and of his post apartheid reconciliation. >> reporter: now, mandela contracted t.b., during his years in prison, and had awj surger -- had surgery for an enlarged prostate. a man who pushed another man in front of a new york subway train is speaking for the first time since that incident. >> reporter: nayim davis said he was high on drugs at the time of the incident and was hearing voices in his head. the 30-year-old appeared in a new york city courthouse today. he said he was coaxed into shoving 58-year-old ki sukwan by voices this his head. david davis said he threatened him earlier in the day.

he said he was under the influence of drugs and alcohol. >> davis is charged with second- degree murder in that incident. it has been more than a month since sandy and many in the new jersey corridor are still struggling. drew levinson reports from staten island. >> reporter: along new dor beach, the sandy beach continues. homes are still in shambles. and people are desperate for help. >> are you waiting for government help? >> i don't know. i might be in a box before i get government help. >> reporter: anthony marato filed for assistance from the federal emergency management agency. it has a budget for disasters like sandy. the white house estimates, fema could lose $878 million, if washington lawmakers can't strike a deal by year's end, to avoid going over the fiscal cliff. that's when automatic tax hikes and spending cuts would take effect.

new york's senator charles schumer says the government usually has a hands-off policy when it comes to disaster money. >> the federal government has had a view for 100 years. when god's wrath strikes, it's so overwhelming at local its, -- localities, even big ones like new york can't handle it on their own. >> you don't know for sure? >> you don't know for sure n. washington, who knows? >> reporter: many sandy victims say they're so concerned with putting their lives back together that they don't even know what is going on in washington. and they've never even heard the fiscal cliff. >> this is news to me. i didn't hear that part. >> reporter: anthony spent sunday, seeking fema dollars. he's homeless and can't understand how congress can help cut vital budgets like fema's? >> crazy. doesn't make sense. we need it down here. and there's a -- people down here a lot more destitute than me. >> reporter: congress now has time to figure it out.

>> it's not the main ingredient or focus. and they certainly don't dump salt on whatever i serve them. i try to season it myself so i'm in control of it. >> reporter: research shows cutting back on salty foods such as french fries and chips could help in the battle against obesity. researchers looked at 4,000 kids in australia and found who ate more salt drank more fliewdzs, if fluids in particular, sugar- sweetened beverages. >> if their beverage of choice is a sugaf sweet -- sugar- sweetened beverage, that's going to increase their caloric intake. >> reporter: kids who did this were 26% more likely to be overweight or obese. >> reporter: researchers say parents need to read labels so to make shub they're get sure they're keeping a close eye on the amount of salt and sugar their children are getting. and they also need to be healthy role models. >> we want to guide them toward healthier choices like water,
